Solar thermal energy has been marginalized from the development of renewable energy. The stoppage of the real estate sector has prevented the sector from growing at the rate expected by the Government of 5 million m2 of solar panels for the 2005-2010 Plan.

Even the inclusion in the Technical Building Code, CTE, since 2006, of the obligation to install solar panels in new homes or in rehabilitated buildings has not been useful for installing more solar panels in Spain. The CTE requires that between 30 and 70 percent of the consumption of Hot water of the new homes come from sanitary water heated with solar panels, but the measure has fallen on deaf ears due to the absence of new construction. For its part, more than 50 city councils throughout Spain also have regulations with the same measure.

This situation has made solar thermal energy companies, with the support of IDAE, divert their gaze to another niche of the public that may demand this type of energy or that may use it for other uses. This is where other buildings such as hospitals, terecera residences age and up malls that could be potential customers for this type of renewable energy. Additionally, technology capable of making solar energy profitable not only to obtain hot water and electricity, but also for cooling, is being promoted, that is, not only for heat but also for cold.

According to the IDAE, a solar thermal energy can satisfy the 80 percent of the domestic hot water needs used by a hospital and 60 percent of the electrical energy needed to heat this building.

These health institutions can also access the financing and aid offered by both the IDAE and the autonomous communities, sometimes up to 40 percent of the total invested, these aid being cumulative. These grants are different in each province.
