Spain raises renewable energy targets to 35%

Renewable energies are a key tool in reducing polluting gases that contribute to an increase in the greenhouse effect and, therefore, to increase climate change. To this end, the European Parliament has given way to the new Directive that will dictate the development guidelines for renewable energies over the next decade.

Renewable energy presence targets have been increased 27% to 35% by 2030, approved by the European Commission for Industry, Research and Energy. Are these goals ambitious or, on the contrary, insufficient?

APPA considers that Spain should increase its contribution of renewable energy and reach 35%. The promotion of renewable energies should be included in the future Law on Climate Change and Energy Transition.

In the Directive that will mark the development of renewables in Europe a margin of 10% is left for the fulfillment of the objectives. However, in the fight against climate change, it is necessary to improve and increase renewable energies in Spain. The decision to increase the renewable target of 27% was already present and was proposed by the MEP, José Blanco, and the European Commissioner for Climate Action and Energy, Miguel Arias Cañete. Thanks to the pressure of this increase, it has been possible to raise it from 27% to 35% by 2030.

Europe needs more renewable energy and for this, its member states must cover an increasing percentage of total demand using clean energy sources. In order to increase the production of renewable energy, Europe needs more ambition and higher goals.

On the other hand, an aspect that helps in increasing this type of energy is the reinforcement of self-consumption. Self-consumption must be imposed as a right, which may not be subject to any type of tax on electricity generated that remains off the grid. You also need to be able to ensure that investments in renewable energy will be safe and can be returned and offset when projects are completed.

The report sets a target of at least 12% of transport demand covered with renewable energy by 2030 and establishes that the use of heating and cooling increases renewable energy by two points each year. In other words, each year the amount of energy covered by green energy will be increased by 2%.

"With these objectives, we will not only advance in the transition towards a decarbonized economy, but we will also strengthen our energy security and our economy, creating highly qualified employment," concluded José Blanco.

This increase in the target for renewable energy in Spain is not as good as it appears to be. Given the flexibility of the 10% mentioned above that member states have to fulfill this objective, it means that Spain only has 31,5% instead of 35%. The way in which member states should be forced to meet these objectives is essential for their development. If a margin of 10% is left, obviously, no country will be able to achieve it.

In recent years, are the binding targets those who have achieved that in Spain some steps are taken in renewable energies. It is important that all countries meet their objectives and that Spain enters those countries.

Our country has a very high potential for renewable resources and yet we also have a high energy dependence. To alleviate this problem, binding targets should be set for Europe to once again have a leadership position in the global renewable industry.

The report gives the right to energy self-consumption to citizens and small producers to lay the foundations by simplifying all administrative procedures for projects less than one megawatt of power. In this way, it will be easier for all small producers, small and medium-sized companies and consumers to manage their energy in a more responsible way and with greater freedom to produce their own energy.
